POSITION SUMMARY: Provides leadership and direction in the utilization, accuracy and effectiveness of all payroll operations. Ensures payroll, including labor distribution records and all hours reported are in accordance with FLSA regulations including timely payment of all tax deposits. Filing of all federal, state and local tax returns including amendments and W2A?s. Establishes and carries out duties to reduce the organizations tax debt. Directs payroll internal controls with the emphasis on maintaining data integrity, security, as well as process design/compliance and improvement. Works directly with General Accounting responding to senior management P and L and budget variance questions including all month end close duties. Provide direct support for the reporting needs of the HR community, Legal, Tax and Risk including the development of ad hoc reports, standard corporate reports, data extracts, etc. Establish, direct, coordinate and manage payroll vendor relationships and all contracts associated. Selects, develops, and evaluates personnel to ensure the efficient operation of all functions. Handle Team Member relation issues as necessary, interpreting policies. Help and assist Team Members by addressing HR related questions and issues in a confidential manner, assuring consistent and fair treatment of all Team Members. Regular review of disaster recovery and business continuity plan. Responsible for budget preparation and adherence to company policies. ESSENTIAL FUNCTIONS:The individual occupying this position must be able to perform essential job functions set forth below with or without reasonable accommodation.Primary Duties and Responsibilities:Government Reporting:Maintain knowledge of legal requirements and government reporting regulations affecting Payroll and Payroll TaxSupervise the accuracy of the out:sourced preparation and filing of required tax reports and or payments to government agencies and year:end tax documentsFiles tax returns and prepares related reports, meeting all federal and local government reporting requirementsPayroll Operations:Ensure the accuracy and timely payment of over 20,000 Team Members in 48 states under multiple Federal ID Numbers, in compliance with federal, state, local government tax agencies and labor lawsDevelop policies and standard operating procedures pertaining to payroll processing and timekeeping systemsAccuracy of payroll hours reported via time and attendance systemsOversee all duties associates with the production and distribution of all payroll and accounts payable checksAuditing/Compliance:Schedule, audit and review processes for payroll groups to ensure the accuracy, integrity and compliance of payroll data.Review and approve monthly journals and labor distribution reports as well as the reconciliation of over 300 payroll related accounts.Establish initiatives to lower costs, improve quality and reduce risk and create efficiencies Collaborating with the IT Organization, and the HRMS group in the evaluation, assessment and key business components and proper execution of payroll technology Project Management:Develop and lead a team preparing project timeline, key deliverables, status reports and presenting to upper managementWork closely with the HRIS, IT and Benefits department regarding control, security, and data integrity of the payroll systemProvides additional support, as needed, for special projects as assigned, such as application upgrades, major conversions and acquisitionsVendor Negotiation / Relationships:Establish, direct, coordinate and manage payroll vendor relationshipsLeads the due diligence and activities related to payroll contractsLeadership:Enhance communication between various levels of staff, departments and customers to promote a respectful work environmentCultivates and promotes staff expertise and knowledgeProvides direction and delegation in a positive, professional manner and ensures follow:throughSet key performance goals for team members to enc
